中國農(nóng)業(yè)科學(xué)院研究生院成立于1979年，1981年經(jīng)國務(wù)院批準(zhǔn)成為我國首批博士與碩士學(xué)位授予單位。中國農(nóng)業(yè)科學(xué)院研究生教育以其分布在全國18個省(市、自治區(qū))的42個研究所為依托，堅持“立足科研，質(zhì)量為本，科教興農(nóng)”的辦學(xué)理念，以“院所結(jié)合，兩段式培養(yǎng)”為特色，經(jīng)過30多年的探索和發(fā)展，現(xiàn)已形成包括全日制碩士、全日制博士、非全日制碩士、博士后、來華留學(xué)生、中外合作辦學(xué)和港澳臺研究生在內(nèi)的多層次多類型的人才培養(yǎng)體系，為我國輸送了大批優(yōu)秀人才。
經(jīng)教育部批準(zhǔn)，中國農(nóng)業(yè)科學(xué)院研究生院與國外知名大學(xué)合作舉辦博士學(xué)位教育項目，借鑒國外大學(xué)先進的辦學(xué)理念，充分發(fā)揮雙方的優(yōu)勢，實現(xiàn)強強聯(lián)合和合作共贏，培養(yǎng)一批具有國際視野的高層次農(nóng)業(yè)人才，促進我國農(nóng)業(yè)科技創(chuàng)新和學(xué)科建設(shè)，服務(wù)我國的“三農(nóng)”事業(yè)發(fā)展，為保障農(nóng)業(yè)可持續(xù)發(fā)展做出貢獻。
一、中荷農(nóng)業(yè)與生命科學(xué)博士項目
荷蘭瓦赫寧根大學(xué)始建于1876年，是荷蘭最早提供農(nóng)業(yè)教育的學(xué)院，1918年成為荷蘭學(xué)術(shù)性的國家農(nóng)業(yè)大學(xué)，設(shè)有6個研究生院負(fù)責(zé)研究生的培養(yǎng)。近百年來，該校秉持“探索大自然的潛力，提高人類生活品質(zhì)”的宗旨，致力于生命科學(xué)及自然資源的教育及科學(xué)研究，現(xiàn)有教職員工6500多人，在校生10000多人，包括來自100多個國家和地區(qū)的國際學(xué)生2500多人。作為皇家荷蘭科學(xué)院、歐洲大學(xué)聯(lián)盟和眾多國內(nèi)外咨詢機構(gòu)的成員，瓦赫寧根大學(xué)具有完善的質(zhì)量控制系統(tǒng)，是歐洲第一個通過歐洲信用轉(zhuǎn)移系統(tǒng)(ECTS)的大學(xué)，并獲得了荷蘭佛蘭德認(rèn)證機構(gòu)的評估，其合作伙伴遍布全球，是世界公認(rèn)的國際一流教研機構(gòu)。其研究范疇包括以下面三個相關(guān)核心領(lǐng)域：食品和食品生產(chǎn)，生活環(huán)境與健康，生活方式與生產(chǎn)方式。
根據(jù)《教育部關(guān)于公布2015年上半年中外合作辦學(xué)項目審批結(jié)果的通知》(教外[2015]57號)，中國農(nóng)業(yè)科學(xué)院研究生院與荷蘭瓦赫寧根大學(xué)于2016年起合作舉辦農(nóng)業(yè)與生命科學(xué)博士教育項目(批準(zhǔn)書編號：MOE11NL1A20151701N)。項目信息可查詢教育部涉外監(jiān)管網(wǎng)：http://www.crs.jsj.edu.cn/index.php/default/approval/detail/2119 。
2017年該項目計劃自主招收20名博士研究生，分別相應(yīng)開展20個中荷雙方合作科研項目/課題研究，歡迎優(yōu)秀青年報考。
二、報名須知
(一)申請資格
1.中國籍公民。
2.擁護中國共產(chǎn)黨的領(lǐng)導(dǎo)，遵紀(jì)守法，品行端正，身心健康。
3.全日制本科和碩士畢業(yè)，已獲得碩士學(xué)位，年齡不超過40周歲(1977年9月1日之后出生)。
4.報考的領(lǐng)域與本人碩士研究生的領(lǐng)域相同或相近。
5.具備攻讀博士學(xué)位所需的英語聽、說、讀、寫能力，且須符合瓦赫寧根大學(xué)對博士生英語能力的入學(xué)要求

(三)報名材料
1.《中國農(nóng)業(yè)科學(xué)院研究生院中外合作辦學(xué)博士教育項目考生報名表》。
2. 本科和碩士學(xué)歷、學(xué)位證書、課程成績單的復(fù)印件。進入預(yù)錄取名單后需提供上述材料的公證件及英文翻譯公證件。
3. 英語水平證明(雅思或托福成績，即有效期兩年內(nèi)的雅思成績，總分不低于6.5分，口語單項成績不低于6.0分;或托福成績，總分不低于90分，口語單項成績不低于23分)。如果學(xué)生在申請期間尚未取得英語水平證明，可以于最晚6月30號之前補交。若讀碩士期間的授課語言為英語，則無需提供上述語言能力證明。
4. 兩名所報考學(xué)科專業(yè)領(lǐng)域正高級職稱專家推薦信。
5. 碩士學(xué)位論文摘要(中、英文)。
6. 主要學(xué)術(shù)成果(發(fā)表的論文、獲獎證明、專利等)。
7. 應(yīng)屆生需提交所在學(xué)校的在讀證明;在職人員提交單位同意函，保證個人能夠全脫產(chǎn)在校學(xué)習(xí)和開展科研實踐。
8. 身份證復(fù)印件。
9. 報名費(200元人民幣)。

(四)報名時間
自本簡章發(fā)布之日開始報名，截止時間為2017年4月15日(以材料收到時間為準(zhǔn))。請報考人按時將申請材料寄送中國農(nóng)業(yè)科學(xué)院研究生院國際教育處，同時將全部申請材料電子掃描版打包發(fā)送至聯(lián)系人郵箱，并在郵件主題中注明姓名。
三、考試與錄取
(一) 考試
申請人通過資格審查后參加研究生院組織的專業(yè)考核?？荚嚂r間初步安排在2017年4月下旬進行，具體考試時間和地點以研究生院國際教育處通知為準(zhǔn)。考試科目為專業(yè)考核(面試)：考核成績應(yīng)為70分以上(滿分100分)。
(二) 錄取
中荷雙方共同負(fù)責(zé)此項目博士生候選人的甄選和錄取。基本程序分為以下三個階段：
1. 預(yù)錄取階段：根據(jù)雙方有關(guān)博士研究生入學(xué)條件和規(guī)定，評估考察申請人的學(xué)術(shù)背景、科研經(jīng)驗/經(jīng)歷，共同確定本項目的預(yù)錄取名單。
2. 面試階段：(1)預(yù)錄取學(xué)生，根據(jù)中荷雙方導(dǎo)師共同擬定和發(fā)布的科研課題(將根據(jù)項目進展需要發(fā)布)，提交具體的1-2項課題研究方案(中、英文，英文不超過400字);(2)雙方導(dǎo)師對提交的課題研究方案進行共同評估，并結(jié)合視頻面試(Skype)結(jié)果推薦入圍學(xué)生。
3. 確定正式錄取學(xué)生名單：根據(jù)中荷雙方導(dǎo)師共同推薦的入圍學(xué)生名單，中荷項目聯(lián)合管理委員研究確定正式錄取名單。
四、培養(yǎng)模式
中荷項目學(xué)制4年，采取“2.5+1.5”(即國內(nèi)2.5年，國外1.5年)的培養(yǎng)模式和雙導(dǎo)師制，課題研究工作主要在中國農(nóng)科院有關(guān)研究所開展，由中荷雙方導(dǎo)師共同指導(dǎo)。根據(jù)瓦赫寧根大學(xué)有關(guān)博士培養(yǎng)的規(guī)定和要求，項目學(xué)生入學(xué)12個月后，校方將對項目學(xué)生進行中期評估，并根據(jù)評估結(jié)果(Go/No Go)決定項目學(xué)生是否繼續(xù)深造(評估結(jié)果為Go，則繼續(xù);評估結(jié)果為No Go，則學(xué)生須退出項目)。項目學(xué)生需在荷蘭瓦赫寧根大學(xué)注冊學(xué)籍。學(xué)生在國外學(xué)習(xí)時間為18個月，可分段進行，具體次數(shù)和時間由雙方導(dǎo)師根據(jù)論文研究需要商定。在荷方學(xué)習(xí)期間進行開題、研究計劃，完成并最終答辯。
五、學(xué)位授予
荷蘭瓦赫寧根大學(xué)組織由雙方導(dǎo)師參加的論文答辯。達(dá)到荷蘭瓦赫寧根大學(xué)學(xué)位授予條件者，授予荷蘭法律認(rèn)可的瓦赫寧根大學(xué)博士學(xué)位，研究生院出具寫實性學(xué)習(xí)證明。
六、費用
1. 中荷項目的合作雙方對本項目博士研究生免收研究生培養(yǎng)費，但研究生院比照全日制國家計劃博士研究生收費標(biāo)準(zhǔn)收取在國內(nèi)學(xué)習(xí)期間的學(xué)費。
2. 研究生院(研究所/導(dǎo)師)原則上發(fā)放博士生在學(xué)4年的助研津貼(每月不低于3000元人民幣)，支付赴國外學(xué)習(xí)或答辯的國際旅費(兩次往返機票)。
3. 荷方課題組提供項目學(xué)生赴荷簽證費、有關(guān)項目學(xué)生培訓(xùn)和教育活動的費用(約2500歐元)、并支付荷方導(dǎo)師至少一次來華開展教學(xué)訪問活動的相關(guān)費用。
4. 項目學(xué)生需滿足荷蘭移民局規(guī)定的在荷學(xué)習(xí)期間的每月最低生活標(biāo)準(zhǔn)(目前標(biāo)準(zhǔn)：每月1165歐元;作為錄取的必要條件，項目學(xué)生須提供費用擔(dān)保函)。
5. 學(xué)生本人自理國外大學(xué)注冊費、辦理出國需要的護照、材料公證認(rèn)證，以及在國外期間的食宿、保險等有關(guān)費用。

General Regulation of Enrollment
PhD Education Programs between GSCAAS and Wageningen University
The Graduate School of Chinese Academy of Agricultural Sciences(hereinafter referred to as GSCAAS)is one of the earliest degree conferral institutions for master’s degree and doctoral degree in China. To comply with its philosophy of open-minded education, the GSCAAS favors collaboration and mobility by exchange programs for students and lecturers, implementation of cooperative education programs, reinforcement of international scientific partnerships. This global outlook has already become practice through a series of strategic cooperation agreements. At present, GSCAAS has two collaborative PhD programs, approved by Ministry of Education of the People’s Republic of China. The applicants of these two programs shall be Chinese citizens.
1. Introduction of the Cooperative Sino-Dutch PhD Program between GSCAAS and Wageningen University.
1.1. This PhD Program in Agriculture and Life Sciences is cooperatively run by GSCAAS and Wageningen University (hereinafter referred to as WU), the Netherlands.
1.2. This program has been approved by the Chinese Ministry of Education in 2015 (No.: MOE11NL1A20151701N).
1.3. In 2017, GSCAAS and WU plan to start up to 20 projects under this program, and recruit up to 20 PhD students.
1.4. WU was established in 1918 and was the successor of the Agricultural School founded in 1876. As the pioneer of educational institution, the university has been evolving throughout the years. “To explore the potential of nature to improve the quality of life” is the mission of Wageningen University. A staff of 6,500 and 10,000 students from over 100 countries work everywhere around the world in the domain of healthy food and living environment for governments and the business community-at-large. The strength of WU lies in its ability to join the forces of specialized research institutes. It also lies in the combined efforts of the various fields of natural and social sciences. The scientific quality of WU is affirmed by the leading position they occupy in international rankings and citation indexes. The research domain of WU consists of three related core areas as follows: Food and Food Production; Living Environment; Health, Lifestyle and Livelihood.
2. Cooperative areas for the PhD program
Projects in this program will be in the following fields:
· Plant Sciences (including Plant Biology, Horticulture, Crop Science);
· Animal Science (including Animal Husbandry, Veterinary Medicine);
· Natural Resources and Environmental Sciences;
· Food Science;
· Nutrition & Health;
· Agro-product Quality and Food Safety;
· Agricultural Engineering Technology;
· Agricultural Economics & Management.
3. Conferral of the PhD Degree
All candidates who successfully complete this program, will be awarded a WU PhD degree. For the award of the PhD degree, a candidate must meet all requirements as described in the Doctoral Degree regulations of Wageningen University and in accordance with Dutch legislation.
4. Training and Supervision
4.1. Each individual PhD project will be carried out in a “Sandwich Model”, which means that candidates of the program will spend:
a) Approx. 2.5 years at a CAAS institute to conduct their research
b) Approx. 1.5 years at a WU Chair Group, divided into several visits of different amount of time, upon supervisors’ approval from both the CAAS and WU-chair group. During their stays at WU, candidates will work on their research proposal and –plan, and complete and defend their final thesis.
4.2. Supervision of each individual PhD project will be through a “Dual-tutor System”, which means that daily supervision of each candidate will be the joint responsibility of the WU chair group and the CAAS institute. Formal supervision and final responsibility lies with the WU promoter of the candidate.
4.3. The candidates shall conduct their research at a CAAS institute.
4.4. Each candidate is required to spend up to 18-months at a WU chair group, divided into several visits of different amount of time, upon supervisors’ approval from both the CAAS and WU-chair group. During their stays at WU, candidates will work on their research proposal and –plan, and complete and defend their final thesis.
4.5. According to Wageningen University PhD regulations, a formal Go/No-Go decision shall be made by the supervisors, after approximately 12 months, to decide whether the candidate can continue the research project.
5. Selection and Admission of the PhD candidates
5.1. The selection and admission of candidates for this program is the joint responsibility of GSCAAS and WU. The procedure for selection and admission meets the administrative procedures of both GSCAAS and WU.
5.2. The selection of candidates will be a three-step procedure:
a) Step 1 is a pre-selection, based on a joint assessment by GSCAAS and WU of the eligibility of the applicants with regard to the admission requirements and the applicant’s academic background and experience.
b) In step 2, eligible applicants are asked to react to one or two proposed collaborative project topics. These topics will all be provided by a combination of a CAAS institute and a WU Chair Group. GSCAAS will inform the eligible applicants about the list of collaborative project topics, from which each applicant can select up to 2 topics. For these topics, the applicant has to submit a draft research proposal of up to 400 words (step 2). The intended supervisors from the CAAS institute and the WU chair group will jointly select one candidate for their collaborative project.
c) Last step in the selection and admission procedure is the formal approval of the applicant’s admission by the joint GSCAAS-WU Steering Committee for this Cooperative Sino-Dutch PhD Program.
6. Financial arrangements
6.1. Fees
· As candidates are considered by GSCAAS as Full-time Doctoral Students, they will pay the relevant fees to GSCAAS in accordance with the Charge Standards released by MOE.
· WU will not charge the standard tuition fee of €1000 per month spent in Wageningen.
6.2. Allowances
· CAAS (through institute or supervisor) will provide a basic monthly allowance to every PhD student in this program for the duration of 4 years (≥￥3000 per month), and pay for two round-trip international flights (for study and/or thesis defense).
· The total required monthly allowance available for each candidate should meet the minimum as set by Dutch Immigration Service. (momentarily, this amount is €1165). Without an up-front guarantee that this amount is available for the number of months that the candidate will spend in the Netherlands (i.e. the total of approx. 18 months), a candidate cannot start in a project under this Program.
6.3. Other financial matters
· The WU chair group will provide (and pay) for:
- the candidate’s visa(s)
- at least one visit to China by the WU supervisor
- € 2,500 for PhD training and education activities
· Registration, accreditation, insurance, etc. shall be arranged and covered by the students themselves.
7. How to apply
To apply for this program applicants must submit hard copies as well scanned copies of the following documents to GSCAAS (address and contact person below):
a) A completed GSCAAS Sino-Foreign PhD Program Official Application Form
b) Certified Copies and certified English translations, of the applicant’s Master & Bachelor Diploma, degree certificates and transcripts;
c) Proof of proficiency of English language by providing a valid certificate of English Language Proficiency (IELTS 6.5, with minimum sub-score 6.0 for speaking; TOEFL internet-based 90, with minimum sub-score 23 for speaking), test results must be dated within 24 months prior to the application. In case the MSc degree was obtained with English as the language of instruction, the above mentioned language certificate is not needed. If a student does not yet possess a language certificate when applying, he/she should present such a certificate before June 30 at the latest. Without a language certificate that meets the requirements, an applicant cannot pass the second selection phase (section by supervisors).
d) At least 2 recommendation letters from professors/associate professors.
e) An abstract of the applicant’s Master thesis (in both Chinese & English)
f) Academic achievements (papers published, certificates of awards, patents, etc.)
g) A copy of the applicant’s ID.
h) The applicant’s choice from the themes mentioned under section 2 of this announcement.
